I have no idea why firearms concepts eludes everyone. Its fucking annoying to read useless opinions when the TRUTH is fucking simple. I could be wrong with the math but I shouldn't be too off.
When the original cap system was put in it was measured and balanced per say. Total skills points was lower by 200 points. I can't remember exact bonus bump everyone got.
* = Raise cost increase which will require more SP give or take. I can't remember the scale from 20 years.
SMG: 50/75 CAP = 50 SP in CG + (11* SP per raise) X (25 raises) to MAX = 275* SP ===== 325* SP
ALL: 100/125 CAP = 100 in CG + (11* SP per raise) X (25 raises) to MAX = 275* SP ===== 375* SP
While this look shit to some, it made sense at the time. 20 years ago. In order for me to stay on pace. I spent those years raising fucking EMP to CAP so I can put more fucking old school implants to barely get lucky in combat.

With the introduction to fucking high-grade implants allowed every fucking player to cheese out with implants with the exact same fucking setup to maximize STATS. (RICH PLAYERS/CORP/GANGERS) basically boosted all their status this way to become buff like me the MASTER of CP killing. Still standing and snapping necks of players/enemies/and admins. (Pretty sure I CP on a few admins.)

Counseling bonus which all players can't use, was added next which basically turned the MOO in to hoarding show and allowed new player out of char-gen to be able to match 10+ years players. (I don't want to hear any opinion on this matter.) Laz was KO by a standard clone while fully geared out.
AFTER ASKING, REQUESTING, AND BEGGING FOR YEARS I BELIVE A SINGLE ADMIN GRANTED MADE THE DECISION TO RAISE SMG TO 50 / 90.

SMG: 75/90 CAP = (11* SP per raise) X (15 raises) = 165* SP
325 + 165 = 490 SP to MAX SMG to 90

Then stat boosting drugs which was never balanced to begin with entered the game. This basically made everyone do stat math and play a MUD. And of course that got nerfed quick.
Insult to injury. Introduction of customer gear with minor boosts was coded and flooded the game all in the name of fucking RP. All except for SMG. (NIGHTMARE TO CODE, I GET IT.)
1. Long barrel RIFLEs at long range should get default stats outside, and lowered stats inside.
2. Short barrel SMGs at close quarter should have default stats inside, and lowered stats outside, limits.
3. Medium barrel AUTOs should only gets a bonus over RIFLE when at close quarters(BURST/AUTO = 2min - 13max), which is inside/outside.
4. 50 Cal rifle is a sniper rifle. No one uses that indoors. Makes no fucking sense. But here we are.
Ammo bonus should be based from ammo type in conjunction with range. (Room size should be used to adjust the velocity.
But the reality of it is another simple problem. Its just fucking hard to code new auto SMG/RIFLES.
SO IN CONCLUSION - REMOVE IT ALL AND GO BACK TO DEFAULT. Let me own you with 0/90 VS 0/125.

Absolutely balanced. We all need AVs. Oh wait we all have AVs now cause now that is flooded the game. (Safe haven for CP psychos like me.
SMG IS ALSO STRONGER THAN LASER. I shot the satellite down. UNTIL coding can be achieved, lets drop the SMG talk. Melting and destroying these bonuses is one way for me to to survive bitches. Forcing your all to spend all your APs and money. Simple tactical reasons, to promote and reinforce RP amongst the player base. I do this for allies, enemies and neutral figures.
