I've been digging around for a decent cyberpunk core and found this one:

It is written in C and can be compiled under Cygwin without too much trouble. I would recommend going with the older version of the core 18B, because it does not require you to install and configure the DB and build the tables etc. This version can be built and run without any effort.

Before running, please run the pwipe script, to make sure the directory structure allows you to save player files.

I was thinking if you modify the core to not allow having elves, orks and magic, you got yourself a solid cyberpunk world. Alternatively you can modify the magic system to allow having psi-cops and mutants.
