A longstanding issue with being able to see rooms being moved between in places like the wastes has existed where someone who is blind wouldn't be able to 'see' the room (using look), but they would still get the rooms description/other information when moving between them.
This should now be fixed.
If any issues with it crop up please submit a bug report. I've been able to test it readily myself with basic movement but there may be some edge cases where it breaks something.
If your character is able to see, nothing should change. If your character is blind (eye damage/removal, flashbangs, blindfolds etc.) they should no longer get the usual room title, description and contents text when entering a room.
As a note, this wasn't an issue when moving between rooms in a normal building or most of the places in the city, mostly in the wastes (and possibly the streets).
