The New Carthage Police Department is tasked with maintaining a semblance of order on the west side of the Money Wall. Occasionally, the organization is even funded, when corporations need a good public relations move, or too many of their customers are dying to maintain profitability. Generally, however, the NCPD languishes, forlorn and forgotten by all but the old-timers.
